23 April 2020: In an update for GPs, the NCL safeguarding team has highlighted the need to be extra vigilant at a time when vulnerable adults and children may be isolated and not visible to professionals. Please continue to refer any safeguarding concerns to your local Children and Adult Social Care/Domestic Violence and Abuse agencies, and consult your local Clinical Commissioning Group team for advice as required.

FutureNHS has put together a Covid safety and support resources for domestic abuse survivors and communities (available in 15 languages and BSL)

Safeguarding adults means protecting the health and wellbeing of adults at risk, enabling them to live safely, free from abuse and neglect. An 'adult at risk' is someone who may be in need of help because they have care and support needs.

Eligibility criteria


Adult at risk – this is a person aged 18+ who:

  • has care and support needs, and
  • is experiencing or is at risk of abuse or neglect, and
  • is unable to protect themselves against the abuse or neglect
